is the new 24" HQ going to be available in a sit down version? and if it's not being sold as a sit down version, can i buy just a plain machine (i.e., without handles, frame, etc.) and use it as a sit down version if i have my own table? seems like the availability of the plug for the foot pedal is the key issue, but maybe there's more to it.

No, the new Fusion is not designed to be a sit down machine. There is not a port for the foot pedal.
