pro sticher channel locks

In my opinion, I believe the vertical and hoizontal channel lock icons on the Pro Sticker are labeled backwards. Currently, if "horizontal channel lock" is selected, the horizontal axis can be used. In my way of thinking, how can the axis be used if it is locked? I would think if an axis is locked ,it's the other axis that can be used, not the one that is locked.
