Thread Tension

Please remind me: if my tension is perfect but my thread keeps breaking which tension do I adjust? For example, I think the top is too tight - does that mean that my bobbin thread is too tight or too loose? I remember that the bottom is the key but I can't remember which one to adjust if the whole balance is too tight.
