Top tension disk

I apologize in advance if this sounds like an odd question.
Generally, when I tighten the top tension, there is a 'clicking' noise (which I assume is the tightening mechanism). When I loosen, though, there is a point past which there is no clicking noise. Is this normal, or might there be a problem with the tension disk?
