Question on thread tention on the back of the quilt

It seem like sometimes the back of the quilt thread pattern is not very tight. It just looks like a line of thread. I realize this is probably a tension issue, but is it the top tension or the bobbin tension?

    If your bobbin is set correctly and the bobbin thread is just a straight line on the back of your quilt you need to tighten the top tension. This will pull the bobbin thread into the middle of your quilt.
